Access to network shares or files outside Redmine on a Windows server

Environment:
Redmine version 2.3.1.stable
Ruby version 1.9.3 (i386-mingw32)
Rails version 3.2.13
Environment production
Database adapter Mysql2
Redmine plugins:
no plugin installed

The use case: On my Windows server with Redmine running there are also files outside the Redmine folder, but on the same HDD that I would like to reference in Redmine. They are usually provided through a network share, so I am interested in two possible solutions:
1.) A link to a file on the same HDD (relative path)
2.) A link to a file on a network share.
These links I would like to embed into e.g. WiKi documents or news entries.

Unfortunately I didn't find a way to do so (like HTML A HREF links, file:/// protocol and alike). I also tried several plugins that are said to provide this functionality without success (either they were for the wrong version and/or simply did not work).

What options do I have to achieve this? Any help is greatly appreciated!
