Redmine

This has been going on for a while, but we've just been dealing with it. Looking around, I see that #13209 most closely matches what we're seeing. Are there any plans to get that into the next release or is this only affecting a small portion of installations? Any workarounds?

If it helps any Microsoft Outlook is the dominant email client here and (unfortunately) html is the most common email format.
