Email notifications for newly-created issues with no assignee

Hi all,

I'm relatively new to Redmine admin/config. What's the standard/best way to configure Redmine to email notify a set list of people when a new issue is created without an assignee? Basically, I want to assign each project a list of people that should get an email on new issue creation unless the new issue also set the assignee (in which case they'll get notified already and no one else needs to be notified).

I suspect the first half of the answer might be to create a role to put the desired people into, but I'm not sure how I'd then use that to generate the email rule. Can someone point me in the right direction? Perhaps a plugin, or a configuration setting I haven't stumbled across yet? Does it require some custom code?

This was from 9 years ago, so I'm not sure if this is still valid advice, but I believe we used a plugin called Newissuealerts. It added a tab to the interface for a project where you could specify a list of email addresses to be notified on new issue creation.
