How to enable/disable "copy" issue functionality

Dear all,

I would like to allow all users to copy an existing issue (to another project, by the way) but for some reason I cannot tell, not every issue/user have that "copy" button available. I have not found this "copy task/issue" configuration.

How can I allow my users to copy issues between projects?

Can you tell if it's related to a user or group, to a certain project or a certain tracker?

"Copy issues" permission was implemented in r13985 (Redmine 3.0.0).
