Hi, in Redmine 3.2.2 I have problems using watchers functionality and notifying them when an issue changes, especially for not-a-members.
1) I have added a watcher from a list of existing users to a project. This user is not a member of the project (has no role in the project = not-a-member), but Redmine gives me the chance to choose such a user by typing couple of first letters of his name. In this situation the user does not get any notification at all. Is this correct?
2) Even if I add another user as watcher to the same project and this user has at least one role in the project, he is not notified when added to the watcher list. Is this correct?
If there is a change made to the given issue later, then this user is notified. But why not b the time someone adds him to the watchers list?
3) What are "not-a-member" role permissions good for, when the only chance to use a not-a-member is to add it to a project with a specific role assigned?!? So, we have permissions for not-a-member users, who get effective in a project by giving them another role, which has its own permissions! What is it I do not get?

Hi Milan,
1) This is true only if your project is private. If your project is public, watchers who are not members of the project will receive notifications.
2) Yes, this is by design. You change the watch list, but the watch list is used for sending notifications only when events happen on the issue. So adding someone to the watch list does not send him/her anything.
3) Not-a-member rights are for Public projects. You can access a public project, view issues, etc. even if you are not a member of the project, and so the rights that you set for this role are applied in this situation.

Hi Olivier,
I am in the same trouble, even understanding what you have described :-(
We have a non public project and a member A and member B. Member A is assigned an issue and member B is added as a watcher. The user B has the notification option set to "Only issues, I watch or am involved in". The whole system is set to notify users for all actions and in HTML format.
Any ideas?

User B will be notified of changes, and for user A, it depends on its own settings.

I have tried to send this watcher a direct link to the issue and he has received a proper Redmine page saying:
403 error
Not sufficient rights.
And his role has also all available rights to issues!
Could not this be a bug?
Any idea how to report it to Redmine team?

Before reporting a bug, you should list your role rights, and you project's member page for User B.
Then, describe what you do and the results.
Anyway, I think this is totally disconnected from the original subject, so please open a new subject for that.
