After Update to 3.2.1 ubuntu 16.04 have a problem with email notification

when i open new issue for my team, some users receiving email notification, they are member of project but they should not get email notification for my issue, only my team can received notification when i open new issues, before upgrade i didn't have like this problem

Redmine version 3.2.1.stable
Ruby version 2.3.0-p0 (2015-12-25) [x86_64-linux-gnu]
Rails version 4.2.6

Try to use Private Issue option and add needed watchers.

Does not help,I added watchers and used private issue, without avail.

Maybe as Admin you could manage users in your project which you don't want to receive notification and change setting Email notifications from For any events .. to Only for things I watch or I'm involved

When you change settings, it's work. but users can change it again if they wants. Not only Admin
