How to receive emails by WS, but with option 'unknown_user=accept'

Hi, I want to know is there a way to receive emails by WS, but with option 'unknown_user=accept'.
Is there any way to set this option globally for redmine installation?

there is use of this setting but as parameter for rake script.
If this is a noob-ish question, please don not hang dogs on me, the redmine and ruby are new to me.

Please re-read the wiki.
In case you're using Forwarding emails from your email server then you can apply Redmine API key and --unknown-user option.
