Receive 403 from API while having access

I'am doing some API calls to the time_entries and issues endpoints of the API. I receive a 403, while I have access to the project. The problems seems to me that this occurs because the projects does not contain any time_entries or issues. Am I doing something wrong or is this the expected behaviour? A 403 doesn't seem the correct response to me.
