Creating issues in subprojects is not possible

In my new installation creating issues in subprojects is not possible, because the appropriate button 'New issue' is missing in subprojects. I know that his works in other setups. I guess it's just a missing configuration, who can help me?

It is possible that your subproject has no trackers, so you can not create tasks.
