Workflow tab shows Statuses that aren't in use despite the display filter being on

Even when checking "Only display statuses that are used by this tracker", I still see statuses that do not have relation to any other status, as per attachment.
What am I missing?

Is the Tracker used by any other Role which could have have the status selected?

Actually yes, those empty statuses are indeed in use by other roles. I misunderstood the filter.

Is there no way to filter only by statuses in use by current role? The status list can get quite large in trackers with lots of roles.
