Releasing version using the Files and News section

I've searched for this on redmine forums, all I could find were some posts from 9-5 years ago which didn't help in my case.
I don't know if this is the best way but I decided to release a version by uploading the version file in the files section and then create a news post having a link to the file.
Question is how can I link the file without using an absolute url?

I'm open to suggestions on ways to making releases.

Without using plugin(s) or custom source code patches, you can't at the moment. See #2069.
