User can appear on watchers list but not "assigned to" list?

Hello
I use redmine for reporting issues on a helpdesk. However, some users e.g. UserA report an issue verbally or via email and the IT support staff must enter the ticket.
But I would like UserA to receive updates on this ticket

To do this an administrator would need to be able to either make the UserA the author of the ticket (if possible that would be great) or the administrator must add UserA as a watcher.

However, when you give privileges to allow UserA to appear on the dropdown list of possible watchers list, he then also appears on the list of people that i can assign the ticket to, which is a bit annoying, sinec i have very many users and only the tech support team of 5 people would ever be assigned an issue.

Is there a way around this?

IIRC I've seen a comment from Eric Davis about implementation of this somewhere... I remember a tag like "open as" or "open issue as"...

No implementation, just some thoughts. I can't find that post either but #1739 is the feature request.
