Hi there,

You don't say which version of Redmine you are using.
Since 4.0.1, you can paste pictures from clipboard into notes. Before that, a plugin has to be installed. See How copy/paste an image in a message

The way it works is just an automated version of the manual picture insertion:

1. First add attached file
2. Then reference this attached file in between ! to use inside notes body
   
   Put your cursor inside the notes text editor, and hit paste.

However, I advise you to broaden the used search keywords on your favorite search engine, so that you can find answers or hints quicker.
