New trackers don't show up in existing projects

Hi,
When I add a new tracker (besides the default ones), they do not show up on the drop down of a new issue page for an existing project. If I add a new project, then that new tracker category shows up.
Any suggestions on what I can do to fix this for existing projects?
Also, is there any documentation on what I can do improve performance. While not entirely slow, there is a perceptible lag with redmine. I have pretty high end server and connection. Can run pretty heavy db and CMS sites on it without any issues. Redmine does have that annoying lag when refreshing pages.
I am running redmine successfully in a production environment on a CentOS (i686) server running- apache (2.2.11)
