How to use Stuff To Do module?

Hi everyone,

I was wondering if you could help me with Stuff To Do module.
As I understand this module allow to manage set issues to work on for developers and others.
I see three places to issues. I want to recommend issues to user "test". I choose this user from drop down menu and see his available issues. If I drag issue to "What I'm doing now" then this user see it in same box and it's not right.
So, I want to give him recommendation and drag issue to "What's recommended to do next By the Project Manager" but this issue moved to "What I'm doing now" list and I can't recommend.

What am I doing wrong? All things I did under admin account

First 5 issues - going to "What I'm doing now". When this box will be full - every next issues will be going to "What's recommended to do next By the Project Manager". So, if first box not full - you cann't set issues to other box.
