Automatic transition to another user.

I'm looking for a plugin (or a quick fix) where if the user changes the project status (i.e new to in progress), it will transition the issue to another user. In my issue, I have the user insert the developer into a field when they first create the project. Is there a plugin that does this. The Process framework plugin isn't what I need.
