Hook adding of attachments

Hello,

I'm quite new in plugin development. What I need to do is to check every attachment of a type with external command and add the check result to the issue (as a comment). I guess I need a controller hook in the first place, but can't find the right spot, I even worry there is no such spot. Can anyone give me a hint?

Please, noone can help? I really tried to find this in documentation, but didn't succeed.
