Categories in Files?

Hello,
I am looking for a plugin to make categories in the files module. I have in a project many files for the users and at the moment this is a very long list. Categories would be very nice here:-)
And is it possible to restrict access to specific files to selected users and groups? Many users on the same project and all need files to download. But all users should have access to the files they need (I know which files each user or group needs and which not) and not to the files for the other users or groups. And some files should be accessible from all users.

ok....
How can I set up approvals? Only specified user or groups should see the specified documents. I can set up an approval-workflow... Only add user but no approvals. Is there something wrong with my installation?
