Budgets plugin set rate issues in the user rate tab

Set rate is 100 in the user rate tab, clicking Create and prompt the following error:

Hello, since this is an error from a plugin, it is best to report this problem directly on the source page of the plugin or at least give the exact name (e.g. Git-Hub page).
