Feature request: configurable path of executable for scm adapters

Hi,

I don´t know if this is the correct place, but I want to post a feature request:

Configuration of scm´s binary (lib/redmine/scm/adapters) like GIT_BIN and SVN_BIN
in a proper config file

Yes, there are a few things that we don't want to be changed from the admin web console but that should be configurable (eg. binaray paths, file storage path...). A multi-env config file (yaml format, similar to email.yml) will be added in 1.2.
