Make "Required" overridable per-project

Description

Redmine 1.2.2:

It could be interesting to make the "Required" option overridable per project.

On our 200 projects redmine, we added a field and make it "Required" "For all project".

Now, one project have nothing to do with that custom field, and we see two options:

  1. Disable that custom field for one project, or at least, make it not "Required" (impossible today, and our whished solution)
  2. Disable the custom field "For all project" and activate it in 199 project settings

Maybe related to #5127 and #1853.
