Add a "remove empty columns and lines" in the worflow administration

Description

Because in the workflows columns and line headers are included in the scrolling area, they are lost in the table area when there is a lot of statuses.

I could be helpful to remove empty columns and lines, when a new check-box is checked.
This will help to make the workflows more readable.

There is already the Only display statuses that are used by this tracker checkbox to does almost all the job.
