not work administration-menu with prefix-url

Description

when I try prefix-url setting, not wotk administration-menu(pull-down).

http://hostname/redmine/admin/info  ... i want.
  http://hostname/admin/info ... work so, NOT FOUND

I write a patch.

my environment:
sqlite3, mongrel on windows.
mongrel command-line: mongrel_rails start --prefix /redmine
