Need a check box or separate page for changing the password. As currently written the validation engine forces you to
change the password if you are just fixing an email address, name, or administrator checkbox.

No. If you leave the password fields empty, no validation should
occur. It works for me.
What message do you get when you try to update a user without
setting his password ?

Close this its a bug in Firefox. The first password field is
getting text set in it but not displaying the text or a *.
Selecting the field, doing ctrl-A, and deleting contents
solves the problem.
