Description
I think it would be great to have a feature for doing broadcasts, more specifically for administrative purposes like:
- informing all users of downtime or some other operation
- notify users of some new feature..
This could be just a text box that would allow sending to all registered users (or if you want, just some set of them).

We can have broadcast mail basically for this.
Ideally, admin should be able to send mail to all members, and a project manager should be able to send a mail to all project members.
That would be it!
