Redmine has started supported DnDing files over form for upload starting from version 2.3.0.

But in redmine 2.3 this hover effect is missing. I tested it firefox and opera. This effect is quite imporant for usability.

The effect implemented with 2.3.0 and default theme is simply a form background color change (turns to Lavender).
