Forum notification does not work on "public" projects

Description

But it does work on other projects. i.e, when somebody create a new post or reply on one that I'm being watching on, I'll get an email. But for public projects(those whose Settings->Information->Public being checked), these things never happened.

I can see the following message in the product log though :
