rake db:migrate raise "no such file to load -- action_web_service" error.
The issue is described at forum:

ActionWebService is not installed if only user did "gem install rails",
(Also I think Rails is already integrated to Redmine 0.60 ... right?)
so it should be integrated to vender/,
or add install instruction of AWS to http://www.redmine.org/wiki/1/RedmineInstall
