Bad Request in repository when there is a '%' in the svn-folder-name

Description

When opening a folder in the repository-view, that contains a '%'-character, a "Bad Request" message will be shown.

Steps to repoduce:
  1. Create a svn-folder, which contains a '%'-character (e.g. PERCENT_%)
  2. Open the repository-view and navigate to the new folder (see screenshot01.png)
  3. Open the folder -> "Bad Request" occures (see screenshot02.png)

When you replace '%' by '%25', the folder can be displayed (see workarround.png)
