Description
Currently, a user requires admin rights to be able to access any of the Administrative settings.
We are experiencing a lot of cases where restricted access to the Administrative settings (such as adding/deleting custom fields) would be extremely beneficial.
Are there any plans to integrate fine grained admin rights in the future?

I'm sorry, but I wonder if there is a visory to allow a matter of having several parent issues. This is very important to me. (Feature #9197)
