Environment: Windows Server 2008, MySQL Database Server, Redmine 3.1.0.
After creating a note in an issue, you can not update the note even you have the required privileges. You can preview the updated note but you can not save it.
I noticed that this error occurs when you use Internet Explorer 11 version. If you use chrome, firefox or IE 8 version this error does not occur. But as an intermediate redmine user i could not find the reason behind the error.

I cannot reproduce on my IE11.
Please give us what plugins you use.

Probably your IE is falling back to IE 7 enterprise mode because of some configuration.
Please try the patch attached on #20380.
