I am fairly new to Redmine so maybe I have missed something, however, I added a new tracker (admin>tracker) and used the same workflow as "bug".
When entering a new issue, the new tracker was not in the drop down list.
Redmine 0.7.devel.1942 (MySQL)

devel) - Resolution set to Invalid
You have to associate the newly created tracker with your projects.
Go to your project settings and check the new tracker in order to enable it.
