Cannot configure Plugin

Description

Hello

i downloaded the plugin from github, saved the copy in
/apps/redmine/htdocs/plugins and started
rake redmine:plugins:migrate RAILS_ENV=production

then i restarted the redmine services and now i can see the plugin but i cannot configure it.

what did i do wrong?
