Replacing projects/add page with projects/settings

Description
When I last time went to the project settings I saw that this page almost looks the same as the page for adding new projects, just that the projects/add page was missing some functionality. In my opinion it would be best to replace the projects/add page with the projects/settings page.
Looking forward seeing a great tool getting even better :)

It's not that simple. Please explain what functionality is missing on projects/add form.

First of all I did not want to imply, that my proposal would be easy to implement. As I am only a Project-Manager I can not estimate the effort needed.
Personally I would like to add members and issue categories to a project at opening. But probably it would also be nice to define the repository. For me it would be more intuitive and even save time.
