Journals and notifications on changes on Issues set by relations

Description

When there are a change on an Issue based on a relation with another (like changes on start an due date by a follows relation), it is not recorded in the journal of the Issue neither a notification of this change is made.
It's very important for us to have this feature.

Indeed. We have somewhat of the same behaviour with issue relations as we have with parent-child relationships (#6687 & #5875).
Btw: these two are currently not the only initiators of such 'journaling' issues.
