Add Close/Reopen button on admin#projects page

Description
Currently, you can perform administrative operations to projects on admin#projects page, except for close and reopen. You have to go to projects#show page to close/reopen the project.
I think close/reopen button should also be on admin#projects page because close/reopen and archive/unarchive are very similar operations.
