Description
I'am expected that value of order in TYPES (issue_relations.rb) determines the order on display.
The order of displaying types of relations (precedes, follows) depend on order of adding relations.

When i'm create in issue A relation precedes to issue B.
Then create in issue B relation precedes to issue C.
Then create in issue B relation follows to issue D.
Now on the screen i'm see:
follows B
precedes C
follows D
