Hi,
I was wondering - if it's not already possible, but can redmine be utilized so that you can restrict a user seeing issues based on category?
So person A can't see issues in category A, but can see issues in category B.
Then sub-projects at some level can be eliminated.

I can see that your request is rather unique. But I would point out that sub-projects are needed more as different aspects of managing work not just allowing people to see or not see issues.
