In this post a while ago, Jean-Philippe Lang mentioned he was going to try to get this done ASAP so that e-mail
functionality will work more sanely.

Since 0.5.1, ticket creator and assignee are always notified
even they have unchecked 'mail notifications' on their account.
No need for them to 'watch' the ticket.
