We've added custom fields as time has gone by. We haven't gone back and filled in values for the custom fields, we just force the next person to update it to update the required field. But if we go to bulk update tickets then all the updates will fail for the case where the tickets have unfilled in required fields. Bulk edit should have the option to override the required fields for the bulk edit.
For example, I'm trying to move 100's of tickets today from one tracker to another but am prevented because many of them don't have all their required fields completed.
I am using redmine 0.8.4.devel.2847 (MySQL)
