Cannot edit priority field in edit screen

Description

After create a new issue, I can see the priority on the issue screen.

When I click the edit button, I don't see any way to change the Priority field. That field doesn't even appear in the edit panel. Further, I cannot set Priority on main issue list item menu.

Experimenting seems to indicate that the problem is related to sub-tasks. When an issue has sub-issues, you cannot edit the priority. Delete the sub-issues, the priority field appears on the edit panel.

The logged in user is an admin with all permissions checked under "Roles & Permissions"

By default, the start date, due date, priority, and done ratio of a parent issue are automatically calculated based on the values of its subtasks. Therefore, the inability to edit these fields directly in the parent issue is not a defect, but the intended behavior of Redmine.

If you wish to have the ability to edit these fields in a parent issue, you can change this setting by navigating to Administration > Settings > Issue tracking tab and adjusting the "Parent tasks attributes" configuration.
