Hello,
I created a custom fields for issues in Redmine 5.1.3.
The type is List and it is Required.
It contains several possible values.
I added a Default Value
When I create a new ticket the Default Value is not used and it is the first value of the Possible Values that is used
I used the Bug tracker because according to the documentation
Default value: default value to apply if none selected.
I add 2 screen prints for my configuration and the result obtained
