If I click the Update link too soon the update form is shown without the issue

Description

We all know the problem - you think the issue has finished loading, hit the update link, and only get the update form shown with no issue details. Then you have to go back to review the latest details of the problem

Surely we could grey out the update link until loading is complete, or at least rename it to something like "Update Only" until after the page has loaded so I have the choice. This seemingly small tweak would have a huge impact.

[Aside - also PLEASE reconsider duplicating those action links at the bottom of the page as well as the top. What is with all this scroll to the end, scroll to the beginning to click update, scroll to the end to fill in the form workflows?]

They were added few weeks ago. Don't you see them here if you're logged in, just below?

Is anyone able to reproduce this? I'm currently not.
Maybe my system is too fast to get this effect.

This is already implemented, as Jean-Philippe already told. But another idea to improve this could be to let the menu flow with the user viewport?
