Hi Jean-Philippe, everyone,

The idea is to enforce issue state owners in the workflow.
Consider for instance state 'Testing' during which an issue has to be tested by the testing team.

Generally, during each state in the issue workflow there is a responsible person (sometimes a group of people - e.g.
'Testers' from the example above). And an issue goes trough the workflow steps and from one user group to another until
an issue is closed.

It would be nice to be able to limit the people able to process an issue in a specific state to a specific group.
