Hi,
I just wanted to know the best way to achieve this:
I would like to be notified on every new issue for a given project.

Is ATOM feed the best way?
Is there another Rake task available for jobs to notify people?

Regarding your request: you can either change your mail notification preferences to be notified about every change in a given project you are member of, or subscribe to the ATOM feed on the issue list (you can also refine the ATOM feed by creating a custom query and subscribing to the ATOM feed of said query).
