Associate with builds beside revision for issue

Description

Currently we have nice feature to associate with revisions in issue, it will be nice as well to associate with CI builds.

- Add additional block (like revision) for CI builds
- Open REST API for it.

After that, we can update redmine-plugin in jenkins (a.k.a hudson) to implement this.

Currently I can only append it in Description, and good to have it separately.
