It seems that the "New Issue" tab should be moved to the "Issues"

Description

"New Issue" has a meaning like "Add News" , "New File" , "New Message" and so on.
If the latter selections are located in the related module tabs, then why not for "New Issues" ?
The current situation makes user interface a little skew.
