Now is impossible to create admin users that don't sent mail notifications on changes;
this is most useful for me when, for example, I have a specific admin user that changes weekly the bugs priorities for developers: I don't want to notify all developers for this bug changes, because later they can query redmine to se all bugs assigne-to him.
