Slow when downloading big SVN files

Description
I use redmine 1.2.1 to manage my project with subversion control.
When downloading files from "Repository", bigger the file is, longer the time it takes to react(After click downloading, it took 142.9s to start actual download for a 40M file).
Here is the log:

My OS is Win7 x64, and I installed Redmine on another PC using win server 2008 R2 with the same compoment. It took more than 6 minutes to respond downloading a 30M file from SVN. Meantime I can't do anything but wait. Sometime I click other pages and Redmine stopped working and I have to restart the service.
So is there anything I can do to speed up the process? It is killing group members patient
