Add a hint about reproducing a bug in the online demo

The "New Ticket" page of this redmine has a note about
how to submit bugs.
I suggest to add to the text box as well to the SubmittingBugs wiki page
that the online demo might be a perfect place to (try to) reproduce
a bug. If all works there, it might be a configuration issue on the user's
installation or it might be already fixed, an then posting a
question in the forum might be more appropriate than filing a bug.
(This happened to me and I am probably not the first ...)

The http://demo.redmine.org service was discontinued entirely.
As for using the forum, there is now an explicit note towards that in the New issue page. Not that anyone cares about those hints... :)
